Weird WA driving law

This came up in conversation I was having online... a strange Washington driving law. RCW 46.61.055.Section D goes into turns regarding one-way streets. It turns out that you're allowed to turn left on red from a two-way street onto a one-way street. I get how that works from a safety standpoint, but it still feels so wrong.
