Carrot and stick

I was having a think about the problems that we have here in Seattle.The problem is that we have an overabundance of compassion.Yes. That can be a bad thing.When there is a problem, the solution is always compassion. Compassion is a carrot.We have a situation where we have 100% carrot and 0% stick. There is no impetus for someone to change antisocial behavior when there is no possibility of punishment for anything.Of course, 100% stick and 0% carrot isn't a solution either.But there has to be a balance between the two. When we have these discussions as a city it's always about how we can throw money at a problem and not a word about how to induce the behavior we want.
